Joe Ferrell joined the Institute of Government in 1964. He now focuses on university governance issues in his role as Secretary of the Faculty at UNC-Chapel Hill. While no longer active with School of Government teaching, advising, and research, Ferrell’s expertise includes property tax, county government, and the North Carolina General Assembly. He was editor of the Daily Bulletin and North Carolina Legislation (the School's annual summary of acts of the General Assembly) for 10 years (1986-1996). His publications include the first and second editions of County Government in North Carolina; the second
and third editions of the Handbook for North Carolina County Commissioners; and The General Assembly of North Carolina: A Handbook for Legislators (fifth and sixth editions). Ferrell earned a BS and JD from the University of North Carolina at Chapel Hill and an LLM from Yale University.
